Qn. When you hire someone as an employee, which government authorities do you have to tell or report to? If im not wrong, you have to at least tell the CPF? Who else? These formalities always make me hesitate to do business, don't want to get into trouble with "da Law". Do we even have to tell the government were are hiring person ?

I'd say the Ministry of Manpower, your internal HR department, as well as the CPF board. Ain't sure about MOM though, you've gotta check it out!

I think CPF is a must, unless you trying to avoid CPF contributions.

Ha! Avoid paying CPF? Law by Law my friend. But how about those temporary workers? Like at the IT show? No CPF for them! Nor any registration for them either.

1. Casual labour/Odd jobs => no need to pay CPF contribution. I think. 2. If you employ someone, you have to inform CPF, Inland Revenue (when you report your tax & accounting), Ministry of labour (if you employ a foreign worker).

Casual Labour? what do you mean by that? Examples?
I think you need to tell Ministry of Manpower.

I think there should be a one stop hiring centre. Imagine I want to hire person X. All I do is go to the one stop hiring centre and they will inform CPF, MoM, and Inland Revenue all at once.
Solves everyone's problem. I get person X hired fast, good for the business. He can now start work and get paid too. And the government authorities are all reported to without the hassle.
Plus, if I have a lot of questions to ask. This one stop centre will answer them on behalf of the various government bodies, thus, saving them the hassle.

I think they already have these one stop centres. I imagine them to be JobsDB, Jobs factory, Jobs street and so on...or recruitment agencys, i have seen a few in the recruit section of the newspapers. Are they not these "one stop centres" ?

If you are employing 5 or 10 staff, there is nothing to worry about. Just get an account from CPF and pay according to CPF booklet. At the end of the year, just compile the staff salaries and generate IR8A for all your employees. If more employees, you can buy payroll software and get the job done with a few clicks of a button... Unless you are engaging foreign workers, you probably has no reason to pay these agency. Simple process, don't think it is complicated. For local employment, there is only CPF board to report to. MOM is provided you are engaging a foreign worker. Need more advice, can send me a private message.

They are places for people to find jobs. I don't think they offer the one stop centre service I am talking about. These just offer a chance for employees and employers to meet. What happens after the meeting, I doubt they would bother.

They even process payroll, inform MOM for foreign workers, pay all the staff's taxes, company registration etc... http://www.thealbanygroup.com/
Of course there is a service fee for employers and employees. cheers!

ah... that depends on how you weigh out your priorities: Time vs Money
If you think that time is more valuable, paying someone to get it done in a jiffy is worth. If $ is a constraint, spend the time getting to know how to do is more cost effective.

Gentlemen, if you are really an SME, learn to handle these simple staff yourself. It is really simple. Everything is available at http://mycpf.cpf.gov.sg/Employers/E-Svc/EmpReg/RegEmpLic . There is nothing else other than IR8A at the end of the year. PM me if you want to ask pertaining to this. You really do not need a HR. You hardly see an SME less than 20 headcount has a HR department.

Only CPF and IRA? No need to report to Manpower Ministry? Seems pretty simple if this is the case.

Only if you need to engage foreign workers. Even then, I find it simple too. The convenience of agency is that they help us with the process, sourcing and even the logistics of lodging etc. I have experience with all these process. Just make sure you follow the employer's handbook (CPF) with regards to the right amount of cpf to contribute. Keep proper records as you need to summarised pay for your IR8A for your staff. You do not need to report to MOM if you staff strength is less than 50 or 100. Even then, you are only submitting their IR8A as inclusion, not about reporting who you employ. If possible, get a software to help you if you intend to get more employees. IT(software) can help us with all these chores.
